After the “No” in the French Referendum: It does not make sense for the Maltese Parliament to discuss the EU Constitution - Karmenu Mifsud Bonnici

Mifsud Bonnici, Chairperson of the Campaign for National Independence opened the
press conference during which he gave his positive reaction to the decision by
the French people who voted against the European Constitution.
Dr
Mifsud Bonnici said that persons with leftist beliefs totally ignored the
position of the French Socialist Party and voted against the Constitution.
He said that now that there is a country whose people stated clearly that they
do not want this Constitution, if would be senseless and a loss of time for the
Maltese Parliament to discuss the present European Constitution, because since
it was refused by a country this constitution cannot enter into effect.
He said that the treaty has to be amended and therefore it does not now make
sense to discuss this Constitutional Treaty in Malta, when it is obvious that
this shall now have to be changed in view of the French negative vote.
The Chairperson of the Campaign for National Independence (CNI)
made it clear that notwithstanding the French result was a positive one because
through it the European Constitution cannot enter into effect, the CNI
is going to continue to work in Malta because the Government and the Opposition
agreed to continue with the ratification process of this Constitution.
Dr Mifsud Bonnici said that,
“what
happened in France is very important for all free Europe. The French people
resisted the arrogance of the Brussels Bureaucrats who want to put the free
countries in a vice with the European Constitution. The French people did not
accept this Constitution because of the rigid policy of the European Union that
brings with it unemployment and injustices.”

“As CNI
we were expecting that after what happened in France, the campaign and the
debate on the European Constitution in Malta was going to end. France is one of
the founder countries of the European Union. But in Malta the Government and the
Opposition agreed to continue with the ratification of the European
Constitution, and therefore as a CNI
we shall continue with our campaign.”
“If France continues not to ratify this European Constitution, the
Constitution cannot enter into effect. Because of this it does not make sense
and is a waste of time for Parliament to discuss this ratification.”
”It is certain that the Constitution as it presently is cannot enter into
effect because there is a country that has refused it and therefore it is
certain that changes shall have to be made to the Constitution. If and when
these changes are made, there is going to be the need for another ratification.
It therefore does not make sense for the Maltese Parliament to continue with the
ratification” said Dr Karmenu Mifsud Bonnici.
The CNI
Chairperson emphasized that now,
“that
the Constitutional Treaty has not been accepted by France, the issue is going to
end up before the European Council, although in a few days more the position of
the Netherlands on the Constitution shall also be known, where there it is also
expected that the Dutch people are to vote against the Constitution.
“As CNI
we expected the Labour Opposition to grab the opportunity and say that it is
going to work to change the negative aspects, as had been decided by the general
conference that was held.”
“We think that he majority of the Labour delegates will not accept this
Constitution, even after the result of the Netherlands. Up to now the Labour
Party has not taken a decision on how it is to vote on this Constitution. The
Parliamentary Group expressed itself that it is going to vote in favour as also
did the executive. As CNI
we deplore the fact that the Party Leader, Dr Alfred Sant, is now also taking a
line and made his position when the Party has not yet decided.”
Dr Karmenu Mifsud Bonnici said that if the Labour Party decides to make a war
with the CNI,
CNI
will have no other option but to see how it can defend itself.
He
criticized Dr Sant because two years ago he used to say one thing, both on the
European Union and the Constitution, and is now saying another thing.
“I cannot understand how two years ago the Labour Party in Parliament voted
against the treaty and is now saying that it is going to vote in favour of the
Constitution. What happened in France ought to open the eyes of the Labour
Party, because in France notwithstanding that the Socialist Party was in favour
of the Constitution, the people voted against it.”
The CNI
Chairperson appealed to the Labour supporters not to agree with the position of
the Labour Party to vote in favour of the European Constitution, to show their
anger at the Labour Party.
He said that it is completely mistaken to say that CNI
did not take part in the referendum campaign.
Eddie Privitera listed the work made by CNI
during the referendum campaign on the European Union and said that many of the
work was made only by the CNI.
