The EU does not want an agreement in Libya

During
the meeting that was held in London last Tuesday of the representatives of more
than 40 countries to discuss the war in Libya, Malta did not take the
opportunity to appeal for the end of the war by the United States of America and
the European Union and to hold discussions between the two parties of the Libyan
Government and the Opposition to come to a political agreement for peace to
reign again in the country.
That was the sacred duty of our country if it really wants to be considered as a country that actively works for peace, as is solemnly stated in the Maltese Constitution.
It
is a great shame for Malta to support powers that seize every opportunity to
conduct a war, such as the United States of America, the UK and France.
It
is also shameful that the European Union, instead of employing a policy of
peace, encourages war and makes obstacles to every effort for peace that a
member country can try to make.
Our shame and disgust are great in the case of the war in Libya because it is being justified by many lies.
The same ad had happened in the aggression against Iraq when they lied that that country had weapons of mass destruction, they did the same in the case of Libya, they lied that the Libyan Government was going to carry out a genocide.
On the pretext that the Libyan Government forces were going to commit a genocide


On
the pretext that the Libyan government forces were shooting indiscriminately on
the civil population who were protesting peacefully, France and the United
Kingdom told the United States of America to ask the United Nations Security
Council to pass a resolution condemning the Libyan Government and imposing
sanctions upon it.
The European Union immediately took steps to impose more sanctions that had been made by the United Nations and quickly declared that the Libyan Government was no longer legitimate.
It is unfortunate that these drastic decisions were taken on information given by the mass media communications means, without even making an effort to verify the facts, without even making an attempt for the Libyan Government to explain its actions.
It was clear that that which had started as a popular protest in Benghazi on the
arrest of a lawyer, immediately turned into a violent popular revolt during
which they attacked and burned police stations, soldiers barracks, weapons and
munitions were stolen, and security forces members were killed.
The revolt ended up as an armed rebellion and the start of a civil war pushed forward by France and the United Kingdom.
The
Maltese Prime Minister did not have enough wisdom not to be carried away by the
strong propaganda campaign of the European Union in favour of the military
attack that France, the united Kingdom and the United States of America, with
the blessing of the united Nations wanted to conduct on the Libyan government
forces, on the pretext not to allow civilian population massacre.
On the pretext of the necessity of a no-fly zone for the Libyan aircraft, the United Nations Security Council passed a resolution that authorized that all necessary measures be taken to protect the civilian population in Libya, and thus France, the United Kingdom and the United States of America said that they had the right to attack and bomb Libya as much as they wanted, as long as they consider tat the government forces could be a threat to the Libyan population.
In
a few words, an unobstructed road was opened for a war eagerly wished by France
and the United Kingdom where NATO entered and took over the management of all
military operations.
The Maltese Prime Minister, whose duty was to tell the European Union that Malta
cannot support war, and that instead had to actively work to bring peace between
the Government forces and those of the Opposition in Libya, forgot his duty that
he has towards the Maltese people and the country Constitution which eh swore to
serve.
He
said that Malta agrees with and supports the mistaken decision of the United
Nations and the policy of the European Union which does not want that an
agreement be reached between the Libyan Opposition and the Government.
It is not only between peace and war that he had chosen, but the Prime Minister
committed this scandalous action that he refused to be a mediator when he was
requested by the Libyan Government to try to bring the two parties to an
agreement to stop the fighting and reach a political agreement.
He has again committed the same mistake when the Libyan Government asked him to supervise the cease fire, and he brought up the excuse that it should be done by the United Nations Security Council.
Whoever really wanted to stop the fighting and deaths, would have taken such opportunities to do so, and not refuse the requests that he helps to bring peace.
It clearly appears that the Maltese Government is tied by the European Union, as
a dog tied by his master.
Once
the European Union does not want that there be a political agreement in Libya,
the Maltese Government is dancing to the tune that it is not possible that an
agreement be reached if the Libyan Government does not leave from leading the
country.
France and the United Kingdom wants the rebels to take the government in Libya and for this aim to be reached, these two countries, with the blessing of the European Union do not care how many soldiers and civilians are going to be killed in the war they are conducting in Libya.
His Holiness the Pope called for a cease fire and for dialogue between the
Libyan Opposition and the Government. But the Maltese Prime Minister, with all
his holiness, does not listen to the Pope but to what he is told by the European
Union.
Neither does he care about what his conscience tells him that the interests of Malta are that the fighting in Libya stops as soon as possible.
The
European Union has the gall to insist that the war in Libya is justified to
protect the civilian population, when with the attacks and bombing night and
day, the civil population that supports the Government is being hit.
The European Union does not want to understand and neither does the Maltese Government that a victory through weapons is not going to bring agreement between the Libyan people who are going to remain divided between those who support the rebels and those who support the present government.
The only way for a lasting peace in Libya is that there will be a political
agreement between the two sides, without the interests of foreign countries
being allowed to dictate what happens and how the country is governed.
Malta is going to have to carry great burdens because of the European Stability Mechanism

The
European Union is burdening Malta with very great burdens without any benefits
for our country.
During the meeting between 24 – 25 March in Brussels, the heads of Governments of the EU decided that Malta subscribes to €511 million in a new entity called European Stability Mechanism, that is going to have a fully subscribed nominal capital of €700 billion, and that €80 billion of which are going to be paid up and that from these Malta is going to pay €58 million.
The
European Union felt the need that the Euro Zone countries set up this permanent
mechanism that is to be implemented if it would be necessary to safeguard the
financial stability of the whole euro zone, by giving financial aid to the Euro
Zone countries who are hit with great financial problems that may threaten the
stability of the whole zone.
The
condition that aid will only be given to the countries “if indispensable to
safeguard the stability of the euro area as a whole” makes it impossible for our
country to utilize this mechanism, because Malta’s economy is too small to
create a threat to the financial stability of the whole euro zone.
Thus our country is going to be burdened with the burdens of having to subscribe to its share (€511 million) from the total mechanism capital (€700 billion), without acquiring anything.
The Maltese Prime Minister was warned not to accept these burdens, but ended up accepting them and did not properly inform the Members of the Maltese Parliament when he made a statement on the conclusions of the meeting of 24 – 25 March of the European Council in which he participated.
It
was not stated in the Maltese Parliament neither by the Prime Minister nor by
the Minister for Finance that the European Stability Mechanism is going to
mobilize international financial markets sources to lend up to €500 billion and
request the International Monetary Fund to supplement this amount by another
amount loaned by it so that aid could be given to the euro countries who find
themselves in financial difficulties.
The mechanism may also, in exceptional cases, buy the debt of a euro country,
always in case that stability of the whole euro zone is threatened.
The European council also decided that the mechanism may give “short term or medium term stability support” to the euro countries that would have great financial difficulties, as long as the country accepts an economic adjustment programme that would be harsh and to manage according to a policy with hard conditions that would be fitting to the amount of unbalance and of the shortcomings of the financial situation of the country.
The European Stability Mechanism is going to have a board of Governors, as well as one of directors, chosen from all the member countries of the Euro Zone, in which the Maltese representatives are going to have 37 votes from a total of 100,000 votes.
The mechanism should work hand in hand with the international Monetary Fund in the granting of financial aid, and the Fund is requested to give technical aid, as well as financial aid.
The
research into how a country is able to pay back the loan, is to be carried out
together with the European Commission, by the International Monetary Find and by
the EU Central bank, and the conditions for the granting of aid will be
negotiated by the three of them.
The agreement on the permanent mechanism provides for the private financial sector to be a partner in the granting of aid to the Euro Zone countries.
The agreement on the establishment of a permanent mechanism also makes it
obligatory that the new government securities of the Euro Zone shall have what
are called ‘Collective Action Clauses’ to facilitate the reaching of an
agreement between the government creditors and the private creditors, in case
the country fails to pay back its debt in the agreed time.
The European mechanism for stability would be preferred against private creditors, except in the case of the international Monetary Fund which is preferred over the permanent mechanism.
The mechanism enters into effect from 1 July 2013, once the treaty establishing the mechanism is ratified and once the EU member countries approved the amendment to Article 136 of the Lisbon Treaty with the addition of this paragraph:
“The Member States whose currency is the euro may establish a stability
mechanism to be activated if indispensable to safe guard the stability of the
euro area as a whole. The granting of any required financial assistance under
the mechanism will be made subject of strict conditionality”.
It is hoped that the Maltese Members of Parliament, when they carefully examine this amendment, as well as the treaty on the permanent mechanism do not approve them, because they are not beneficial for our country.
