Autonomy for Gozo out of the EU
By Karmenu Mifsud Bonnici
It is not true that we cannot leave the European Union
See this European Parliament video that we can leave
The
island of Greenland used to form part of Denmark and entered in the European
Union when Denmark became a Union member.
But when Greenland took autonomy from Denmark it left the European Union.
On this basis, Greenland escaped from all the shackles of the Union regulations and policy and advanced economically a lot after it left the Union and made a special agreement with it.
The
Gozitan Island will be better off if it does like
Greenland.
Gozo
will become an autonomous region of Malta and will not remain in the European
Union and be freed from the restrictions and all burdens of the Union
regulations and policy.
An autonomous Gozo out of the Union can advance a lot economically, as was made by Greenland when ti took autonomy and left the European Union.
We can see how European Union membership is an obstacle for Gozo from what a prominent Gozitan, who for many years served as a Permanent Secretary in the Ministry for Gozo, Mr Frank Psaila, lately wrote in an English language newspaper.
Mr Psaila wrote that it is not accidentally that no foreign direct investment
was made in Gozo since Malta applied to become a European Union member, and that
since that time, unemployment in Gozo increased every year.
This happened, says Mr Psaila,
Because
the European Union forced the Maltese Government
* to repeal a law with which the Government used to give aid to industries in Gozo,
* tecause of the permanent disadvantages that they have among us, among them,
* the transport costs from Malta to Gozo and fromGozo to Malta,
* the lack of a local market,
* the small size of the island and
* the lack of human resources.
The European Union law considers it against the Union common market regulations
that the Government gives aid to companies that operate in Gozo.
Because according to the Union, aid from the Government distorts competition in the Union market y giving an advantage to the companies that are aided and who operate in Gozo.
But as Mr Psaila has correctly stated, no one in his proper senses can think that exports from Gozo can distort competition in the European market or the world market.
Mr Psaila reminded the readers that the Maltese Government, when it was negotiating the membership agreement with the European Union, tried to persuade it to give special treatment to Gozo because of it disadvantages.
When it did not succeed, the Government tried to negotiate a protocol for Gozo, but the European Union did not want to accept.
Therefore the Maltese Government had to be happy to make a simple unilateral declaration with the Malta’s Union accession Treaty, that states that when the Union is going to decide on its budget, the Maltese Government will ask the European Commission to make report on the economic and social situation of Gozo.
All this will be made for the Commission to consider what measures can be taken to reduce the difference between Gozo and Malta and for Gozo to integrate more in the Union internal common market.
This request was not made by Malta before the Union decided on its budget for
the years 2007-2013.
Although many Gozitans had hoped that European Union membership
* was not going to leave Gozo on the periphery of the European continent,
* or that it was going to eliminate the fact that Gozo is cut off from Malta,
* apart from being cut off from the European continent,
* have now found out that membership has not only not created great opportunities for the Gozitan economy,
* but that the Union laws and regulations have greatly burdened the life of the employees in the manufacturing sector
* and in parts of the tourism sector and even caused them to lose their jobs.
We think that the
Gozitans would do well to consider how better it will be for them
* not to remain European Union members and
* would be able to draft their fiscal, commercial and industrial policy
* without the obstacles of the European Union and
* thus attract foreign direct investment that create employment opportunities to Gozo and
* employment for Gozitan youths.
All they have to
do is look at Greenland,
* demand autonomy and
* leave the European Union and
* make a special agreement with it,
* as Greenland had made.
