The frequent entry into Grand Harbour of a large number of warships is an example of hypocrisy of the Maltese Government and of the European Union countries who said that they were going to observes neutrality according to the Constitution of Malta.

 

According to our Constitution, the presence of foreign military forces at the same time amounts to a breach of the neutrality of our country.

 

When in times of war warships of a country embroiled in the fighting enter our ports, we will be breaching our neutrality.

 

This notwithstanding, British and American warships entered into our port more than once during the war that the America and the United Kingdom made on Iraq.

 

Neutrality is irrelevant

 

Up to three years ago the European Union used to say that what our Constitution says about neutrality was an obstacle to the Malta’s membership agreement in the European Union.

 

Up to two years ago the Prime Minister Fenech Adami used to say the today neutrality is irrelevant, that is, it was useless in today’s times.


When the European Commission found in its face the opposition from the
CNI and the FMI for the breach of neutrality according to the Constitution of Malta, it opened the Maltese Government’s eyes for the trouble it was going to enter into if it continued to say that neutrality was irrelevant.

 

Fenech Adami, therefore changed his tune.


Not only did the Maltese Government not continue to say that neutrality was irrelevant, but indeed it asked the European Union to recognize it in the agreement that Malta was going to make with it.

 

But a number of European Union member countries, among them Germany and France, did not accept to recognize our country’s neutrality in the membership treaty.

 

Unilateral declaration only

 

Therefore when the Government found out that the European Union was not ready to recognize our country’s neutrality in the membership treaty, the Government had to make do with a declaration that only it did make and which was attached with the Treaty that was signed in Athens on 16 April.

 

Not only is the declaration of Malta’s neutrality only made by the Maltese Government, but immediately prior to the declaration in the Treaty there is another declaration of all the 15 present Union member countries that states that every declaration made by the new countries that were going to become Union members was not worth more than the regulations and conditions with which the new countries were being bound.

 

This declaration of the 15 countries that today are European Union members that was attached with the Treaty of 16 April brings to nothing the words of the Maltese Prime Minister and of the Government when they say that the European Union bound itself to observe Malta’s neutrality.


In fact the European Union member countries are not respecting our neutrality when they send their warships in our Grand Harbour, as they did two weeks ago when a NATO squadron entered here and remained here for some four days.

 

The agreement with the EU scares the industries and the companies

 

The harm that the agreement that the Nationalist Government made with the European Union started being felt prior to Malta’s membership in the Union on 1 May next year.

 

The shocking news that the electronics company ST Microelectronics of Ħal-Kirkop is going to take part of its production that was being made in its factory in Malta to its factory in Morocco uncovered the truth of the bad effects of the agreement with the European Union.

 

The effects of the agreement on the manufacturing industry and on the services industry are going to be disastrous for Malta.

 

Expenses increase because of the agreement and thus manufacturing and services in Malta will become less competitive than they are today.

 

The reduction in competitiveness forces the industries and companies that today we have in Malta to try to go to other countries outside the European Union where expenses are less and therefore the industries and the companies can be more competitive.

 

The size of the market is not everything

 

The propagandists of European Union membership used to holler that when Malta enters into the big European Union market industries will grow and companies will increase. 

 

Now that Malta is bound to become a European Union member on 1 May next year, not only industries are not growing and the companies are not increasing, but indeed we are seeing those we have today decreasing because they either closed down because they cannot afford to continue, or close down to go and open shop in other countries outside the European Union.

 

The increase in expenses because of the agreement that the Government made with the European Union does not only hit the industries and companies that today are in our country.

 

It also hits badly new foreign investment which because of it will not come to our country but if we did not have the agreement with the European Union, would have been attracted to our country with the incentives and state aid that we used to give.

 

Because now due to the agreement that the Nationalist Government made with the European Union, we cannot continue to give incentives and aid to the industries and companies to operate in Malta.

 

The greatest harm for the workers

 

The loss of industries and companies from coming to our country or by leaving our country is great for our economy.

 

But it is worse for the workers who lose their jobs and for the youths who lose new employment opportunities for them.

 

If the Nationalist Government does not care about the workers that are going to be discharged and about the youths who do not find where to work, the General Workers Union and the Labour Party are certainly very interested.

 

Therefore it is expected that both the Union as well as the Party work unceasingly not to allow the bad effects of the agreement occur.

 

 

The European Union is a cemetery for the industry and informatics

 

Reports from many member countries of the European Union say that the situation of the economy is very dire.

 

According to the economists, the economic situation is going to get worse in the future.

 

Trade unions officers of the European Union member countries predict bad times both in the manufacturing industry sector as well as in the services sector.

 

An officer of a Danish trade union stated that for the future, Europe is going to be a cemetery of industries because the manufacturing companies are leaving from the European Union member countries and opening up in countries outside the European Union.

 

The same is happening in the case of companies in the informatics and computers sector.


In the case of manufacturing factories, these are mostly looking to go to China.

 

In the case of informatics and computers companies, they are going mostly to India.


This emigration wave from the European Union member countries of companies and factories is the cause of greater unemployment than there has been up to now in the European Union.

 

That is why the situation in the jobs and employment sector in the European Union is very dire and the predictions are that it is not going to get any better the more companies and factories leave from Europe.

 

The market gets bigger, the factories get less

 

The loss of the informatics companies and the manufacturing factories from the Union countries to the Asian continent countries should be a great lesson for us Maltese.

 

Although the European Union market is big and of hundreds of millions and is expanding with the entry of more countries in the Union, just the same it is losing the manufacturing industry and the informatics companies.

 

The size of the marker is not a guarantee of more work and more employment.

 

The manufacturing factories and informatics companies of Europe are leaving the European Union because the cost of production and the cost of the companies in Europe are much more than the costs in the Asian countries.

 

With the electronic facilities that there are today in the transport of goods and services, the products manufactured in Asia and the information that is kept in Asia are brought to the European countries where they can be sold or used, without any difficulty and notwithstanding the costs of doing so, just the same they are more profitable than if those goods were manufactured in European factories and the information kept in European centres.


Malta’s membership in the European Union and in its market is useless to bring manufacturing factories and informatics industries to Malta.

 

They do not come because of the market size, but only if they will be more competitive in Malta.

 

The agreement with the European Union is going to cause trouble

 

The Nationalist Government knows that if it implements the agreement that it has made with the EU, it is going to cause serious trouble in our country with the amount of discharges that there are going to be.

 

The Government is taking measures to try to prepare for the trouble that may occur by ordering the police to train in crowd control and how to resist attacks.

 

The police are being regularly trained in the use of shields, training that has not been held in our country for many years.

 

In many cities of the European Union member countries protest demonstrations are held against the Union policy.

 

The latest protest demonstration was held in Rome during the meeting of the EU member countries leaders and of those who are to become members.

 

On that occasion the Prime Minister Fenech Adami tasted a little what popular protests that are held in Europe against the European Union mean.

 

To protect the Prime Minister’s security, he had to quickly leave the palace where he was going to hold a press conference which he had to cancel, because the demonstrators had succeeded to get very close to the palace where the Prime Minister was.


This protest demonstration that was held in Rome in the beginning of October had a very important meaning.

 

Because officers of the European Trade Union Congress (ETUC) organized the protest against the European Union economic policy that is causing most of the unemployment in the Union member countries, and against the Union policy that encourages the governments of the Union member countries to reduce the social services and the pensions given by the government.


The European trade unions gave so much importance to this protest demonstration in Rome that even John Monks, the General Secretary of the European Trade Unions Congress, participated in it.


Apart from the protest demonstration that was held in Rome at the beginning of October, many other big cities of the Union member countries saw bi demonstrations against the European Union policy.

 

Very impressive demonstrations were held in London, in Paris, in Athens, in Brussels and in Madrid.

 

The demonstrations were very big and were evidence of how great is the grumbling and how many are the complaints against the EU in its member countries, especially among the workers of these member countries.

 

It appears that the Nationalist Government knows that from one moment to the other great protests will happen in our streets as soon as the bad consequences of the agreement made with the European Union press on the people, especially the workers and the workers families.

 

That is why they have again issued the shields to the police.
