The European Constitutional Treaty: There is no free discussion in the Labour Party – Karmenu Mifsud Bonnici
The
Leader of the Campaign for National Independence (CNI)
Dr Karmenu Mifsud Bonnici yesterday insisted that it is not true that there is
free discussion in the Labour Party about the European Constitutional Treaty
because what is being done is simply propaganda in favour of the motion of the
Parliamentary Group and the Executive.
He
mentioned how the motion that he is going to be present this week during the
Extraordinary General Conference was not even discussed on Super 1 Radio and
neither was he given the addresses of the delegates to send them the reason why
he does not want the same delegates to vote in favour of the European
Constitutional Treaty.
In this letter, while he tells the delegates why they don’t have to vote in
favour of the Treaty, he also insists that if as delegates they are going to
suffer the consequences of the membership agreement because this is what the
majority of the people wanted then so be it, “but
to now ourselves vote in favour of all this trouble would be treason to the
Labour beliefs and an insult towards our Party”.
While he was speaking to the journalists at the CNI
building in Mosta, Dr Mifsud Bonnici also mentioned that while other European
Union countries are discussing what is to be changed in the European Union
policy, in Malta this is not going to happen and in a conference held last
Saturday there was no objective criticism for the Treaty.
“What
happened was simple a sermon and propaganda in favour of the Treaty which shows
the intellectual poverty that there is in Malta and how we are not capable of
contributing anything for the revision of the European Union”.
He
also said that if we vote ‘yes’ for the Treaty, the European Union will have
the impression that everything will be good for Malta while the people show that
they are stupid because they are ready to accept what others do not want.
Dr Mifsud Bonnici also explained why in his opinion the five Labour Party
reservations to approve the Treaty are useless.
while he said that these reservations do not have any value except of binding
the Labour Party in Government, Dr Mifsud Bonnici asked whether the European
Union agrees with them.
“In this
case would a Labour Government be ready to take Malta out of the European
Union?”, he asked while stating that
if the Labour Party would not be ready to do so, then this would be another
proof of how the reservations are useless.
As regards the first reservation, that the Treaty does not prejudice the constitutional neutrality of Malta, Dr Mifsud Bonnici said that by the Treaty all the countries of the European Union will be bound with a common foreign policy and if there is a threat of a terrorist attack or an attack, the countries are bound to give their help.
Apart
from this Malta is also going to contribute for the expenses of the European
army and no country can get out of this obligation.
On the second reservation, which state that the Treaty does not prejudice parts
of the Constitution that require two-thirds of the votes of Parliament to be
changed, he insisted that the laws of the European are going to prevail on the
constitutions of the member countries.
On the third reservation, that as an island that requires an expansion to its
level of economic and employment, this requires to be given total consideration,
the speaker asked what shall a Labour Government do if the European Union does
not accept to help the Maltese economy with some subsidies.
As regards the fourth reservation, where it is stated that the Treaty does not
prejudice the autonomy of Malta in the implementation of social protection, Dr
Mifsud Bonnici insisted that the Treaty does not permit a country to continue to
give free social services and therefore Malta will have to reduce the welfare
state, including the pensions conditions.
On
the fifth reservation, which states that the Treaty does not prejudice the
situation of Gozo as an island-region with special economic and social needs,
the CNI
Leader answered that the Treaty nowhere mentions Gozo.
The Ex-Labour Leader said that it would be a shame for the Labour Party
“if
it cuts itself from the progressive current in the European continent and votes
‘yes’ for the Treaty that is not going to enter into effect and shall have
to be changed because the French and Dutch peoples have voted against it and the
governments of the United Kingdom and Denmark have decided to shelf the
referendum for the time being."

Dr Karmenu Mifsud Bonnici also referred to the contribution in 2003 that Dr
Alfred Sant and Dr George Vella had made on the Draft of the Constitutional
Treaty where they had insisted that the present system that the President of the
Council of the European Union pass from country to country every six months
should remain as well as the principle that every country should have a
commissioner.
Dr
Mifsud Bonnici remarked that the Treaty proposes the appointment of a President
for the European Union for two and a half years as well as not all countries
have to have a commissioner.
Asked whether he is going to ask that in the vote for the motion on the European
Constitutional Treaty he will be allowed to put his stamp on the votes before
the delegates voted, Dr Mifsud Bonnici answered no because he hopes in the
honesty of the District Secretaries.
