These days we shared with the Italian people the sorrow for the 19 carabinieri and soldiers who were killed and for the 17 who were hurt in Iraq.

Last Tuesday the European Parliament stopped and held a minute’s silence to salute the Italians who died in Iraq.

On the same day solemn ceremonies were held in the Italian cities in memory of this sorrowful event.

But neither Italy, nor the European Union have shown that they have learned a lesson from this sorrowful event.

Italy said that it had sent the soldiers and carabinieri to Iraq to maintain order and peace.

The European Union was not capable of saying that the attacks by the American and the British on Iraq was barefaced and unjustified aggression, and that the presence of foreign soldiers in Iraq is a military occupation of the country.

Tow other countries members of the European Union Italy and Spain openly supported the aggression against Iraq.

The European Union did not move to condemn this aggression and not to allow Union member countries from participating n it, such as the United Kingdom, Italy and Spain.

And in the opinion of the Arab people, the European Union is supporting the occupation of Iraq by foreign military forces.

Malta is tainted in war

Malta’s position as a member of the European Union is on the Iraqi issue bound by the European Union position. Since the European Union is not condemning the aggression and occupation of Iraq, Malta is neither condemning them.

In the eyes of the Arab people, Malta is tainted with the European Union sin of omission once Mata has become its member.

It’s worse than this.

The Maltese Government is happy to give permission to the military warships of the United States, the United Kingdom, Italy, Spain and other NATO countries to enter in no small number in our ports.

And our prime Minister is not scrupulous to boast that President Bush has thanked him for the help that Malta is giving to the American military warships in the war against Iraq.

And Prime Minister Blaire says in Parliament that the Maltese Prime Minister supported him in the aggression against Iraq.

This is the price that the Maltese Government had to pay to make Malta a European Union member.

Malta in the war zone

All this means that as the cities of the other European Union countries – London, Paris, Rome, Madrid, Brussels and other cities, are considered as being in a war zone that extremist Moslem forces are conducting against the West, especially the United States of America and with them Israel, so is Malta going to be considered that it is in the same war because it is a European Union member.

Malta’s European Union membership is damaging Malta’s neutrality status notwithstanding Fenech Adami’s declaration when he signed the membership agreement in Athens last 16 April.

It’s useless that foreign leaders, among them also socialists, co to tell us that they are going to respect Mata’s neutrality, when the European Union id not accept that it also be bound in a Protocol, as it did in the case of divorce.

The Arab people and the Moslem people know that Fenech Adami and his government had long been saying that neutrality was rendered irrelevant.

They know that in the last moments prior to the referendum when the government finalized the agreement with the European Union, the unilateral declaration on neutrality appeared that just the same it does not overcome what the European Union Constitution states that every member country is bound to observe without any reservations the Union common foreign policy which is not a policy of neutrality.

Maltese soldiers in danger

The sorrowful event in which 19 Italian carabinieri and soldiers and 17 others were wounded occurred in what the Italians say that they are in Iraq to maintain order and peace.

Fenech Adami’s Government said that it is the same reason that it has when it agreed that Maltese soldiers take part with the Italian contingent in the European Union Rapid Reaction Force.

The Rapid Reaction Force is another name for the European Army. Among its aims, there is the aim of peace making apart from peace keeping.

These functions expose the European Army soldiers to fighting with the country’s local population, as is happening in Iraq, where part of the country’s people does not want the presence of foreign soldiers who are considered as soldiers who are occupying the country.

What happened to the Italian carabinieri and the soldiers can happen to the Maltese soldiers who will form part of the Italian contingent in the European Army that is sent to on so-called peace keeping or peace making mission.

We don’t want to even dream of such a sorrowful event s had befallen the Italian people to happen to the Maltese people.

But the agreement that Fenech Adami made with the European Union is going to expose our people to this risk.

If we do not want such trouble for our soldiers, we must today before tomorrow change the membership agreement that the Maltese Government made with the European Union.

The agreement with the European Union reduces employment

The bad European Union membership agreement that the Nationalist Government made is giving its bitter fruit even before Malta becomes a Union member on 1 May next year.

Great harm is happening in the work and employment sectors because the European Union forced the Maltese Government to take measures to reduce the number of workers prior to Malta becoming a Union member, otherwise the Union would not have accepted that Malta becomes a member.

The European Union forced the Government to introduce the VAT tax on consumption services, which has hard-hit a number of enterprises that used to produce for the local market.

These enterprises started dwindling in the sale of their products which did not remain competitive with similar foreign products. Many of these enterprises either closed down of were reduced in size and because of this many workers have lost their jobs.

The European Union does not care either from the unemployment of these enterprises workers and neither does it care about the consumers who saw the prices increase by 15 percent VAT tax.

Damage to the local industry

The second measure that the European Union forced the Maltese Government to take was the removal of protection that used to be given to Maltese industry that works for the local market.

That is why we have seen the Nationalist Government be forced to remove the import levies that it had made to protect the Maltese producers that used to work for the Maltese market.

Because of the removal of the levies, a number of Maltese entrepreneurs failed and others reduced a lot of their production. Ad a consequence, many Maltese workers jobs were lost.

This is all the fault of the membership agreement that the Maltese Government made with the European Union.

During the last two weeks we have seen the negative effects of the European Union membership agreement on a number of factories that closed down and discharged their workers due to the increase in production costs both because of the European Union regulations, as well as due to the customs duties on their raw materials that they import from countries outside the European Union and which the Union forced the Maltese Government to tax and then sent this income to the Union.

Negative effects of the agreement

The reduction in employment because of the membership agreement has negative effects not only in the employment sector, but also in the pensions and all social services sectors.

The less people that will be working, the less will be the income for the social security contributions, from which are paid all pensions and social services.

That is why when the European Union forced the Maltese government to reduce employment by paying the workers who retire from work prior to retirement age, the Union will be reducing the income of the social security contributions that the Government receives.

Because of this, the problem of the welfare gap, that is the difference between the income of the contributions and the expenditure of the pensions, social benefits, health care expenses and other social services, increases and worsens.

The European Union policy on the reduction of employment without previously taking the necessary measures to create new work and new employment opportunities for the workers whose employment was terminated is the main negative aspect that must be put aside from the membership agreement.

If this is not done, the European Union membership agreement is going to be the destruction of employment both in the manufacturing sector as well as in the services sector in Malta.

A shield for the European Union?

Some of the Labour speakers and writers are telling us that we should not blame the European Union for the suffering that thousands of workers with the mass discharges, early retirement from work, the closure of factories and the reduction in social benefits that we are going to have.

They want us to only blame the Nationalist Government for all this trouble.

It is a fact that the Nationalist Government is guilty because it was this Government that wanted Malta to become a European Union member and negotiated the agreement of that “stinking packet” that the Prime Minister Fenech Adami went to sign on 16 April 2003.

But how can we not also blame the European Union for the suffering that is being showered on our workers?

Was it not the European Union that had forced the Nationalist Government to accept those shameful conditions about our shipyards?

Was it not the European Union that from the shadows is forcing the Maltese Government to start dismantling the welfare state to be able to reduce the public expenditure and thus obey the Union criteria on the stability pact to be able to adopt the Union single currency – the Euro – as it bound itself to do in the treaty that the Prime Minister signed in Athens?

How can we not blame the European Union when foreign workers shall start coming to take the work from the Maltese and Gozitan workers?

How can we exculpate the European Union from blame – and only blame the Nationalist Government – when we shall have to increase the pensionable age as was decided in Barcelona during a summit of the European Union member countries?

What do those who are telling us not to blame the European have on their mind?

INSTEAD OF A WORKERS SHIELD, DO THEY WANT TO BE A EUROPEAN UNION SHIELD?!

A not disadvantageous agreement

We want to remind all the Labour speakers and writers in what the Labour delegates decided that the Party must do about the European Union agreement.

The delegates have the right to pretend that the Party works unceasingly to see that the European Union agreement shall not be disadvantageous and harmful to the Maltese and Gozitan people and especially the workers.

This is what the Labour delegates decided and this decision is not of those who agreed with the motion by Karmenu Mifsud Bonnici and his fellow delegated who supported it, but is the decision of the Party General Conference.

Therefore, we ask, what is the Party doing to implement what the General Conference had decided?
