The agreed amendments to the European Constitution: Parliament and the Maltese people were not informed – Dr Karmenu Mifsud Bonnici

 

The Campaign for National Independence CNI Chairman Dr Karmenu Mifsud Bonnici, emphasized that the Maltese Parliament and also the Maltese people were not informed by the Government about what were the amendments that were going to be discussed during the summit in Brussels that was held a few days ago, and neither were they informed what was the position taken by the Maltese Government on various different important issues.

 

Dr Karmenu Mifsud Bonnici, during a conference that was held at the CNI building in Mosta, showed the journalists certain amendments that were discussed and how these affect Malta. 

 

He emphasized that neither Parliament nor the people were informed on what had been agreed.

 

Dr Mifsud Bonici also revealed that the Minister for Foreign Affairs had a critical study of this European Constitution, which study shows shortcomings and defects. 

 

Dr Mifsud Bonnici said that had the Government made use of this study, Malta would have made a better figure. 

 

When Dr Mifsud Bonnici was asked by l-Orizzont (local newspaper) who had made the study he said that: 

 

“I am not authorized to say who made the study, but this was made by a private advocate that was asked by the Government to make this study.”


Dr Mifsud Bonnici said that 

 

“this is the first time that an inter-governmental conference has failed. This is an important fact and is proof of the difficulties that the European Union is getting into the bigger it becomes and the more countries it has with it. The first observation that I make is that what happened during the summit gives a hint at what the member countries are going to face. It also shows that the European Union is becoming difficult to lead and manage.”

 

Dr Mifsud Bonnici continued to say that: 

 

“the second observation that I make is that about the reaction of the Prime Minister for the summit failure. 

 

The Prime Minister in his declaration showed that he was satisfied. 

 

He said that he hoped that Malta would have the sixth seat, that we will have a Commissioner with the right to vote, as well as the keeping of unanimity in taxation, defence and social policy. 

 

In a summit where there were great difficulties to be discussed, we expect that the Prime Minister should state the position that the Government is going to take on the issues that were to be discussed, among them the issue of the strength that small countries in the Council of Ministers. 

 

The proposal that was discussed stated that decisions shall be taken by a majority of the countries and 60 percent of the total population. 

 

This proposal is going to give greater strength to the big countries so that they could control everything at the expense of the small countries."

 

Dr Mifsud Bonnici continued to state that: 

 

“in this issue we would have expected that if Malta does not agree with Spain and Poland, at least it would support Spain and Poland on the question of votes. 

 

There is no evidence that Malta took the line of Spain and Poland who opposed the proposal of decisions by majority and that they represent 60 percent of the population of the European Union. 

 

I ask why did Malta not follow this line? 

 

The third observation that I make is what was discussed and agree at this summit. 

 

The Maltese Prime Minister did not say what was agreed. 

 

I ask how did the Maltese Government agree with the amendments when the Maltese Parliament was not informed with the contents of the amendments and the position of the Maltese Government”.


Dr Mifsud Bonnici showed the journalists present a number of amendments and said that one of the amendments concerned small states and this states that a country may have special relations instead of membership. 

 

He also mentioned that tourism is now an EU competence and said that this is certain to have an effect on Maltese tourism, because Malta would have to apply laws that were adopted.

He also mentioned an amendment on defence and said that: 

 

“this says that every country shall be obliged to help another member country that suffers an aggression"

 

He said that this is a defence military alliance and therefore Malta has entered into an obligation to defend another European Union member country. 

 

"This happened when according to the Constitution we should not become members of any military alliance.”

 

The Campaign for National Independence CNI Chairman said that: 

 

“the Maltese people is not being respected, where neither the media were informed with the amendments that were to be discussed. Now there is going to be more time for the amendments on which there was no agreement to be studied and we hope that Parliament in our country would take the opportunity to study these amendments.”
