We need to protect industries in our country
The Result of the election in Malta for the European Parliament has shown that support for those who approved the agreement that the Nationalist Government concluded last year with the European Union has dropped a lot.
Now that the election has passed, I feel that we Labour Party delegates should concentrate all our efforts to implement without any delay and without any reservations the decision of the Party General Conference that in two occasions decided that our Party representatives should work incessantly to reach an agreement with the EU that will not be disadvantages and damaging to the Maltese people, and especially the workers, as was concluded by the Nationalist Government.
There is no excuse that according to the principles of democracy we should accept the agreement as concluded by the Nationalist Government once for better or for worse the majority had approved it last year.
In fact, last year there was no majority of the people who voted in its favour.
But even if there were, once the agreement is damaging to the Maltese people, our duty is to put aside the reason for this damage by changing the agreement.
If we want more work
If we do not want more workers discharges to in crease, we have to change the agreement conditions that are leading to these discharges.
If we want to increase productive investment, we have to change the agreement conditions that create obstacles for investment.
If we want to create jobs, we have to change the agreement that hinders us from giving aid to create jobs.
If we really want to fight unemployment, we have to change the agreement conditions that are causing us unemployment.
For the welfare state not to be weakened, we have to protect work and jobs.
When we change the agreement conditions to protect jobs, we shall be sustaining the welfare state.
To protect pensions, we have to increase work and jobs, or else increase the contributions of employed persons.
When we change the agreement conditions so as not to hinder us from increasing work and increasing jobs, we shall be in a position to protect pensions.
That is why during the last General Conference the Labour delegates reminded those who represent the Labour Party in the European Parliament that they should work incessantly to change the damaging agreement concluded by the Nationalist Government.
This is the great challenge that the Labour deputies have. The first thing that they have to d is to explain to the European Socialists the great need to change the bad agreement concluded by the Nationalist Government.
In the coming weeks the Labour Party is going to face another great challenge if this week the leaders of the 25 European Union member countries agree on the Union Constitution.
The European Union Constitutional Treaty, after being signed by the Prime Minister, needs to be presented to the Maltese Parliament for ratification.
It is very important that the Labour Opposition in the Maltese Parliament does not vote in favour of ratification of the Union Constitution, so that there will be no ratification with more than two thirds of all the Members of Parliament.
The European Union Constitution has clauses that supersede the principles that we have in the Constitution of Mata that cannot be changed if there is not at least two from every three of all deputies who vote in favour of changing them.
If the Union Constitution is approved by the Maltese Parliament with a two from every three or more of all the members of the Maltese Parliament, there are some who say that the entrenched clauses of our Constitution will be overridden by the European Union Constitution where there is disagreement between them.
Therefore if the Labour Opposition does not feel that it should vote against the ratification of the European Union Constitutional Treaty, it should not vote, so that the ratification will not have the consent of two from every three of all the members of the Maltese Parliament.
After the result of the election for the European Parliament has shown that there is no majority in favour of the agreement concluded last year by the Nationalist Government with the EU, the lack of a vote of the Labour Opposition in favour of the EU Constitutional Treaty, seals the honeymoon of the Nationalist agreement with the Union has already ended before 14 months have passed after its signature on 16 April, 2003.

Section 6 of the Constitution of Malta
6. Subject to the provisions of sub-articles (7) and (9) of article 47 and of article 66 of this Constitution, if any other law is inconsistent with this Constitution, this Constitution shall prevail and the other law shall, to the extent of the inconsistency, be void.
