In the Public Conference held by the CNI in a hotel in Sliema, last Friday, 5 December, it was decided that the members of the Maltese Parliament should take concrete action against illegal immigration in Malta.
Representatives of all political parties were invited for the Conference.
The Leader of the National Alliance, Dr Josie Muscat, spoke at length on the bad consequences that illegal immigration is causing to the Maltese people and presented a proposal that said:
"We, Maltese citizens, ask the Maltese Parliament, to without any delay take concrete measures to stop illegal immigration in our country."
The
CNI
Chairman, Dr Karmenu Mifsud Bonnici, said that in the coming months a campaign
is going to be held so that the Maltese and Gozitans sign this petition to the
Maltese Parliament.
The first signatures that will be collected will be from the Marsa and Birżebbuġa residents and if the answer is encouraging, the campaign will be spread to the towns and villages of Malta and Gozo.
The Conference speakers explained how the measures that have been taken up to now on illegal immigration have failed.
Neither the set up of the Frontex agency and neither the agreement on burden sharing are going to discourage the immigrants.
The proposals that the European Commission made on 3 December, will worsen the situation, because they want that the illegal immigrants not to be kept in detention centres and that as soon as they come to our country they be given access for work.
Dr Josie Muscat insisted that to stop the abuses and the exploitation of illegal
immigrants, for those who are given permission to work, an agency should be set
up that register them and control the work that they are given, where they work
and what conditions of employment they are given.
Dr Karmenu Mifsud Bonnici insisted that if we want to solve this extremely serious problem, the country must declare to everyone that it is not going to accept illegal immigrants, wherever they come from, whatever the reason and that every immigrant that comes to Malta will be sent back to his own country.
It
should be made known to everyone that illegal immigrants who do not give
information from which country they came from will be kept in prison until they
give the required information.
If it is known by everyone that Malta is not accepting illegal immigrants, they will not risk sailing uselessly.
Dr Mifsud Bonnici insisted that while we must not accept illegal immigrants, we
should as a people show our solidarity with those who are worse off than us.
We should do this by the country allocating a percentage of our Gross National Product to countries in need from where the illegal immigrants are leaving.
In this manner, since we cannot give shelter to the immigrants, we give them
help in their country – as we can, notwithstanding our poverty.
The speaker also said that as long as our country remains an EU member, our representatives should put pressure on the EU to organize and finance regular immigration schemes for those countries who need them, so that thus regular immigration will take the place of the illegal one.
All those who participated in the hot discussion agreed with the two speakers and with the plan for the Popular Petition to the Parliament Members.
At the closure of the conference, thanks were given to Mr Joe Baldacchino of Smash TV, who filmed and recorded the Conference, to Mr Angelo Xuereb, who was gentle enough to host the Conference in the Victoria Hotel hall.
The Government should not betray the national interests
Instead
of helping us to curb the problem of illegal immigration in Malta, the European
Union, even if it doesn’t want to, is exacerbating our problem, because by what
it is deciding, it encourages more immigrants to sail to Europe.
The decision that the European Union Commission took at its 3 December meeting,
Because on 3 December the Commission proposed to amend the European Union Directive on the Conditions of Welcoming illegal immigrants to apply for asylum, that is, to be considered as refugees.
In the words of the official statement that the representation of the European Commission in Malta, the European Commission proposal, aims in particular to
“it will be assured that detention is only used in exceptional cases and provides for legal safeguards to assure that detention is not arbitrary”.
These words mean that the illegal immigrants that come to Malta who claim to be considered as refugees should not as a rule be kept in detention centres, except in exceptional cases and when there is a reason for it.
The European Commission also says that
“Their access to the job market must be enhanced and be assured that the restrictions operated by the Member States does not hinder them from access to employment”
Up
to now in Malta we keep the illegal immigrants in closed detention Centres for
18 months and afterwards are allowed to go to open Centres and the illegal
immigrants can go out as much as they want and wherever they want and work as
much as they want.
The Council of Ministers proposal does not allow us to continue to do so and we will have to allow the illegal immigrants to be immediately free to go wherever they want.
The Ministers proposal also wants us to immediately help the illegal immigrants
to start working and to remove all restrictions that we have about their
employment.
In a few words, this European Commission proposal means that we have to allow
the thousands of illegal immigrants who come to Malta free to go wherever they
want to and work wherever they can find work.
That is they will not be illegal, but be considered as foreigners that have the right to stay and work in Malta.
If the leaders of the EU member countries (among them the Maltese Prime Minister) approves the European Commission proposal, we can assure the Maltese and Gozitans that the illegal immigrants will not come here in their hundreds, but in their thousands and we shall not have am “invasion”, but a tsunami of illegal immigrants.
This is a very serious threat for our country and we expect Malta’s Prime Minister not to betray the Maltese people by accepting this European Union proposal.
The
Maltese people have already been betrayed, when the Maltese Government, to make
our country an EU member, yielded to the Union pressure to renounce to all the
reservations that the Maltese Government had made to the 1971 United Nations
Convention on Refugees.
The consequences of this betrayal of the national interests are the thousands of
illegal immigrants that are in our country.
On 17 January, 2002, without telling the people, they witdrew 13 of the
reservation that the Maltese government had made in 1971 when it had signed the
Refugees Convention.
And on 14 February, 2004, 11 months after the referendum on Union membership,
without telling the people, they withdrew the last three reservations that had
remained for the Refugee Convention.
Many European Union big countries kept the reservations that they made for the Refugee Convention, but the EU did not want to accept Malta’s membership if the Maltese Government does not yield and withdraws all the reservation that the Maltese Government had made in the national interest in 1971 to the United Nations Refugee Convention.
The European Union policy has failed
The
big financial and economic crisis that has fallen on many European Union
countries has blown the big bragging bubble, of how both the policy and the
regulations of the Union are good and strong.
Big countries that have long been Union members are fighting to save their
biggest banks and best companies, and smaller Union member countries, are
passing through great financial and economic upheaval.
Until a while ago, all these countries used to brag how they had moved forward due to their European Union membership.
These Union countries crisis offers us many lessons.
One is that the Union liberal-capitalist free market policy appears nice from
outside, but is very mouldy inside and is going to totally crumble if the states
do not aid it with the billions collected from the peoples’ taxes.
Another lesson is that the free market is not capable of regulating itself and is not sustainable in the long run without being regulated by the state.
The third lesson is that the mass of the people only has the state to protect it
from being buried under the destruction of the banks failures and the closure of
companies that have destroyed its savings, the pensions and even the means of
living, which is work and employment.
There is another lesson, which is that the European Union free marker economy
creates a lot of wealth for the few and causes a lot of suffering for many, if
there is no state intervention to distribute wealth, to reduce the social
inequalities that the liberal capitalist system creates.
In this financial and economic crisis we have seen that the European Union can
do nothing to shield itself from it and it has to be the governments of the
Member States that implement measures to save their countries economies.
The Union is irrelevant, if not even obstructive, especially its central Bank, that was fixated on curbing price inflation, while allowing the economies to stagnate and go into recession.
The European Union financial and economic policy has failed.
