The
Labour Party General Conference encouraged the Party to work incessantly to
repeal all the negative aspects that the “packet” that was agreed between
the Nationalist Government and the European Union may have and to see that the
agreement between Malta and the European Union shall not be disadvantageous and damaging to the Maltese people especially for the
workers.
This decision of the Labour delegates burdens all the Party leadership and the Labour representatives in the European Union institutions with the precise duty that they shall not lose a single occasion to fight with the European Union to eliminate from the Nationalist agreement everything that there is wrong and damaging to us.
Therefore
the Nationalist “packet” shall remain at the top of the agenda in the Labour
Party work even while the Party is in opposition.
Two
things are required
For the motion as amended that the Labour delegates approved to be implemented according to the will of the Conference, two things are required to be done.
First it is required that we recognize what are those negative aspects that the Nationalist “packet” has.
We make it clear.
The delegates referred to the “negative aspects”, not to the “effects”.
Before the negative aspects come into effect, the Party has the duty to attack the negative aspects of the “packet” that are going to cause the negative effects.
This
point clearly emerged in the discussions with the Party leadership on the
amendment for the motion of the National Executive and the Parliamentary Group.
After recognizing what negative aspects there may be in the European Union
“packet”, the Party must draft an incessant work plan to stop those
aspects.
This is what the Labour delegates have decided and this is what the Party must do.
We have to work with a strong steady will and thoughtfully to eliminate all the negative aspects of the “packet” and thus we will succeed to evade its negative aspects.
The negative effects are the bad effects that do us harm.
In other words, now we have this road to walk together.
We
must discuss and agree what are the negative aspects of the European Union
“packet” and we must discuss and agree what incessant work we must do to
stop all these things that are damaging to us in the “packet”
A
live issue
All
this means that the Party cannot put the European Union issue on the back
burner, but must incessantly work with all its resources and with the best
people that it has without any loss of time to make all their efforts to chew
the strong bone of negotiations with the European Union.
We do not have to discuss a lot to recognize some of the most negative aspects of the agreed “packet”, because we are already suffering their bad effects.
We
shall give a clear example of a negative aspect of the “packet”
The “packet” binds us not to give aid to companies many of which were
established in our country due to the aid that we used to give to
industry.
Due to having to stop the granting of this aid, it was not useful for these companies to remain in our country and other new ones will not be attracted to come to our country.
This brings with it the loss of employment for Maltese workers.
It means more lay offs and more unemployment.
This
is the most urgent problem that we should discuss with the European Union to
eliminate from the “packet” that which does not allow us to grant aid to our
industries to protect work and employment for our workers and youths.
Requirement
for incessant work
We shall give another example.
According to what was agreed in the “packet”, on the raw materials that our factories import from outside the European Union, duty must be paid that goes to the European Union.
ST
Microelectronics at Ħal-Kirkop shall have to do so.
This duty will increase production costs.
Due to the increase in production costs, competitivity will be reduced and sales will be reduced.
This
will force the factories to take work that used to be carried out in Malta to
other countries outside the European Union where there is no duty to be paid on
raw materials.
All this will lead to the reduction of employment and discharges for the Maltese
workers and to lack of opportunities of employment for Maltese youths.
This is therefore also another most urgent problem that we should discuss with the European Union to eliminate from the “packet” that which does not allow us to import raw materials for our industry without paying duty on it.
The words of the motion as amended that says that the Party should work incessantly to stop the “packet’s” negative aspects means all that has been written above and much, much more.
To our Socialist brethren, if they really wish us good, should give us their help to make the European Union understand that if it does not want serious social trouble in Malta it should immediately eliminate these negative aspects from the “packet” that it gave us.
The
relations of the Labour Party with the European Union cannot be good if all the
negative aspects of the agreement between Malta and the European Union are not
eliminated.
