It appears that a storm is approaching on neutrality.

In
the last fortnight we had the Prime Minister, the Nationalist Party and the
Opposition Spokesman on Foreign Affairs that spoke about the need to change what
the Constitution of Malta provides on neutrality the of our country.
None of them said what changes they want.
But
none of them gave any understanding that they want Malta’s neutrality to be
strengthened.
If they do not want that the neutrality of our country as explained in our Constitution to be strengthened, one should understand that they want to weaken it.
They did not have the courage to say so and only said that the present circumstances are not the same as those of 1987 when the concept of neutrality was introduced in the Constitution of Malta, and therefore they only said that the concept should be changed according to the present circumstances.
Without any hesitation we say that they are mistaken if they want to weaken
neutrality as explained in our Constitution.
If changes need to be made, these changes should strengthen not weaken our country’s neutrality.
Because
the present political circumstances require that our country be governed with a
strict neutrality policy and resist the pressure that is being made both by the
European Union, as well as NATO and the United States of America for Malta to
embrace the foreign policy of the European Union and the West.
There is no doubt that there are those who want Malta not to remain a neutral
and non-aligned as stated by the Constitution.
There are others who accepted neutrality but do not want non-alignment.
These are the words of the Constitution:

“Malta is a neutral state actively pursuing peace, security and social progress among all nations by adhering to a policy of non-alignment and refusing to participate in any military alliance.”
The Constitution continues to mention some of the things that work for peace and non-alignment implicates.
Neither
the Prime Minister, nor the Document on the Nationalist Party Roots, and neither
the Opposition Spokesman for Foreign Affairs said what they want to change from
these words in the Constitution.
The Opposition Spokesman said that for the Labour Party neutrality is sacred.
He did not mention non-alignment.
But from what was previously said at different occasions, it appears that non-alignment is being considered as not suitable for today’s circumstances.
This behaviour that non-alignment is put aside from the Constitution of Malta is a grave threat for the policy of neutrality of our country.
This is because those who do not want our country to be non-aligned want our country to be part of the policy of the Western countries, in particular, that of the United States of America.

There
is no doubt that the European Union, NATO and the United States are putting
pressure on the Maltese Government not to continue to be bound to apply a policy
of neutrality and active work for peace by embracing non-alignment.
The European Union wants Malta to embrace the common Union foreign policy once Malta is its member state.
The European Union foreign policy in not one of neutrality and non-alignment and therefore Malta’s foreign policy is not at harmony with the Union common foreign policy.
Neither the Prime Minister nor the Opposition Spokesman for Foreign Affairs are
going to admit that there is pressure from the European Union for Malta to make
the changes in what the Constitution of Malta provides on the neutrality of the
country.
By not admitting this, it does not mean that pressure from the European Union is not being made.
The excuse for the changes that in the international political circumstances are no longer those of 1987, does not impress those who are of good will and believe that the best way for our people is not to be an enemy of anyone, so that no one will be our enemy.
A country will not be Malta’s enemy if the country sees that Malta is not a partner of his enemy, and not to be a partner with him, you have to be non aligned with him.
That is why it is very important for Malta to embrace a policy of non-alignment.
Neither
the Prime Minister nor the Opposition spokesman for Foreign Affairs have said
whether they want to remove the words from the Constitution that Malta refuses
to participate in any military alliance.
Both the European Union as well as NATO wants our country to be able to participate in a military alliance by embracing the Union foreign policy on Defence and Security and to become a member in the NATO military organization.
Both NATO as well as the European Union policy on Security and Defense are military alliances that are not only defensive alliances, because both are used to attack other countries, as has happened in Yugoslavia and lately, in Libya.
If Malta embraces the Union common policy on Security and Defense, or becomes a NATO member, Malta can no longer be considered as a neutral state.
Whoever genuinely wants to observe neutrality as sacred for our country cannot be against our country not participating in a military alliance that is considered by other countries as existing against them.
The frozen Libyan assets should be released without delay
The
EU countries and the United States of America are full of debt, and
notwithstanding continued to increase debt with the expenses they incurred to
destroy the Libyan Government led by Gaddafi.

The United Kingdom, that also has a lot of problems due to the cuts it is implementing in Government expenditure, spent $479 million for its share in the NATO attacks on Libya.
France, which is also introducing austerity measures, spent $425 million to implement its plan to destroy the Libyan Government.
Italy, which is drowning in debt, incurred an expenditure of 283 million in the war against its old colony, Libya.
The United States of America incurred en expenditure of $1,100 million in the Libyan war.
And other countries that took part in the aggression against Libya spent other amounts of money.
It is madness and great shame that when countries cannot get along with their debt, continue to waste millions to destroy another country that did nothing to them.
All these countries that did so much damage and destruction to the Libyan cities and infrastructure, used to benefit from the riches of the Libyan people through the Libyan Government that had invested great billions of dollars in their banks and industries.
These billions are still frozen due to the United Nations sanctions that were implemented at the start of the civil war, to freeze Libyan assets in foreign countries.
The EU also imposed sanctions against Libya similar to those of the Security Council of the United Nations and harsher ones in certain instances.
The
Maltese Government put into effect these sanctions with Legal Notices number 69
and 71 of 2011.
These sanctions froze the assets that he Libyan Government has in the EU countries and in the United States of America and till now the Governments have not yet given them to the new Libyan Government.
No one understands the excuses for these assets not to be given to the Libyan people.
Everyone says that these assets belong to the Libyan people and should be given to them.
The
Maltese Prime Minister has also several times said that the frozen Libyan assets
should be given to the new Libyan Government, but all the time adds that the
Security Council and the EU have to decide, for Malta to be able to give the
assets frozen here, to the new Libyan Government.
The Libyan assets, both those in Malta as well as those in other Western countries were not frozen on the basis of the United Nations and EU resolutions, but were frozen on the basis of legal regulations of the different countries by their Governments.

Now that the war in Libya has ended, there is now no more justification for the Libyan assets to remain frozen.
All the Maltese Government need to do is issue a Legal Notice with which it revokes the Legal Notice that was issued at the start of the Libyan civil war with which it froze the Libyan assets in Malta.
For the Maltese Government to issue this Legal Notice, it does not need to wait neither for the United Nations Security Council nor the EU.
When the Government issues a Legal Notice to repeal Legal Notices on the basis of which the Libyan assets in Malta are frozen, whoever is holding these assets, whether it is the Government, whether it is the banks, as well as commercial enterprises, shall have a legal obligation to give those assets to those who have a right to them according to Maltese law.
Those assets therefore that belong to Libyan individuals, can only be given according to law, to those to whom they belong, or if he is not alive, to his heirs according to law.
If the assets belong to commercial companies, they can only be given to those who represent those companies according to law.
If the assets belong to the Libyan Government, they can only be given to the country legitimate Government.
And this applies both to the Maltese Government as well as for the banks.
The Maltese Government has no right to dispose otherwise of the frozen Libyan assets, whatever the Security Council and the EU say.
Once the position is so clear, we do not understand what is keeping the Maltese
Government from allowing the Libyan assets in Malta from being given to those
who have a right to them according to law.
It may be that there is a contestation on who has the right to the frozen assets and in this case the issue has to be decided by our Courts, but the Government should not interfere in the issue of who is entitled to take the frozen assets according to law.
The more the Libyan assets are retained, the more the income from these assets increase for the countries holding them, and thus the banks and the countries where these assets are held benefit, because these are foreign investment.
That is why the delaying for the assets to be released raises the suspicion that there is a reason for the lack of quick decisions because the banks where these assets are held continue to benefit from them.
But once the Libyans are entitled to them and want them, it is not just that they are not given back to them without and excuses and delays.
We say “no” to the new European Union treaty
In
the coming days the leaders of the European Union countries, including the
Maltese Prime Minister, are going to agree on a new treaty for the Euro Zone
countries, and with which can be associated the ten other Union countries who
have not adopted the euro.
The
new treaty will be in force by March next year, if the proposal of the German
Chancellor Merkel and the French President Sarkozy who are pressing for the new
treaty is approved.
The
Maltese Prime Minister is going to commit our country to the new European Union
treaty, without neither the people nor Parliament knowing what it contains and
how obstructive it is going to be for our country.
Because with the new treaty the European Union wants to in crease its powers on the economic and financial governance of our country, and at the same time reduced the powers of the Maltese Parliament to decide itself what is to be done in the in the two most important sectors of life for our people.
The European Union is using the pretext that it needs new powers to be able to save and strengthen the euro.
But the European Union leaders are using the financial crisis and the economic crisis of many Euro Zone countries to unite them into one state that shall have a common fiscal union and a common economic coordination.

With
the proposals that are being made on what the new European Union treaty shall
consist of, the Euro Zone members and those other European Union countries that
become members in the treaty, are going to continue to lose their sovereignty
and independence that they still have.
The national Parliaments of
these countries are going to have reduced powers from those that they have which
means
that they represent less the will of the people that elected them. 
Democracy which demands that the will of the majority decided the government of
the country is going to continue to be undermined, because it is going to be the
majority of the leaders of the Euro Zone that is going to decide how the
financial and economic activity of the country is managed.
Although the Maltese Prime Minister is going to commit the people to the changes
that are going to be proposed in the new European Union treaty, we hope that the
Maltese people do not accept the proposals that mean that the people loses more
of their sovereignty and independence.
We hope that the Parliamentary Members do not accept to reduce the powers of the Maltese Parliament, and certainly do not have the mandate from the people to do so.
