A great challenge to the Maltese representatives

By Dr Karmenu Mifsud Bonnici Chairman CNI

Last Wednesday, Gijs de Vries, who is the person appointed by the European Union to co-ordinate the services against terrorism in the Union member countries, made a statement that should greatly worry us.

He said that all the European union member countries are threatened by terrorism.

He added that the reason for this is that the European Union gave its support to the United States of America when President Bush had declared a war against what he had called “terror” in the world.

Malta, once it became a European Union member, is thus in danger of terrorism, because the Nationalist Government when it concluded the agreement with the European Union, did not acquire from the union, by means of a Protocol, a binding that the Union will allow Malta to protect its neutrality policy, without being bound to abide with the Common and Foreign Security Policy that the union drafts for all its member countries.

Disaster for our country

If for the other countries of the European Union, the danger of those who are considered as great terrorists is great, for our country, due to our small size, the danger can result in a great destruction for our people and a great destruction of our country.

The European Union is arming itself against “terrorists”, when it should know that there is no army strong as it may be to stop them.

But in Malta, if we want to, we have the unique weapon that is able to overwhelm the terrorists.

This weapon is our neutrality.

We should not take part in the war tat the United States of America declared and that the European Union said that it supports, against that what it called “terrorism”.

To remain factually neutral notwithstanding that we are members in the European Union, we require to make the union make the required changes in our agreement with it to allow us to apply a different policy than its Common Foreign and Security Policy and release us from forming part of the Army and Battlegroups that it is building.

Important changes in the agreement

According to the agreement that the Nationalist Government concluded with the European Union, Maltese soldiers are going to form part of the Italian soldiers contingent and are going to form part of the European Army and of the battalions gathered in the Union Battlegroups.

According to the same agreement, Malta shall have to submit to what the Union Constitution is going state is the duty of every member country to help another member country with its armed forces in an arrangement of mutual defence.

These aspects of the agreement breach our Constitution and neutrality.

As is a breach of our Constitution and a denial of neutrality the fact that warships and solders of the United States of America are entering into our ports, even in times of war.

All this is exposing our people and our country to great and unneeded danger.

Therefore we have an urgent requirement to remove this danger.

We remove this danger by changing the agreement with the European Union and again embrace a police of true neutrality and not one of words only.

The duty of Maltese Deputies

The peace and security of the Maltese people should be the first interests that the Maltese representatives in the European Parliament should defend.

These can only be assured with a policy of neutrality.

That is why those who will be elected in the Election of 12 June have their main duty to work so that in agreement with the European Union we shall have a guarantee of our neutrality.

Our insistence for neutrality should not appear out of context for the European Union, because it will benefit the Union itself that Malta lives in peace and the European Union will not have the requirement to think about our security with military forces.

With Malta really neutral, although part of the European Union, will be more useful to the Union more than if Malta had to adopt the same Union’s Common Foreign and Security Policy.

Where the European Union does not arrive at due to its support for the United States of America and due to the fact that the Union is arming itself militarily and is considered that it wants to dominate with its culture countries with a different culture from ours, Malta, if it will really be neutral and thus considered around the world, can arrive at, speak and build friendships among those nations that are not members in the European Union.

This is a very good challenge for the Maltese Representatives in the European Parliament if they want to really protect the interests of the Maltese people and of Europe.

This challenge can only be won if they work to change the agreement that was concluded with the European Union to assure that our country remains neutral and works for peace.
