After
the European Union leaders agreed on the final text of the EU Reform Treaty last
October 19, this same treaty is going to be ratified in the Maltese Parliament
next 13 th December.
This
was stated by the Campaign for National Independence (CNI)
Chairman Dr Karmenu Mifsud Bonnici. He said that this only means that Republic
Day – which is celebrated on 13 December – is going to be profaned.
During the press conference, Karmenu Mifsud Bonnici insisted that up to now, no
one had explained to the Maltese people and neither to the European peoples, the
contents of this Treaty, now that amendments were made and this after the
original text was not approved in the French and Netherlands referenda that were
held in 2004.
He said that he new Treaty was neither explained to the Maltese Parliament and
it appears that this is not going to be done because a debate on the new Treaty
is not going to be held in the Maltese Parliament.
Karmenu
Mifsud Bonnici added that the European Union has already said that it not going
to publish the amendments that were made, nor the revised Treaty, prior to the
EU countries ratifying it.
At the same time it has already been said here in Malta that the Maltese
Parliament – all the deputies – are going to agree with the Reform
Treaty.
This means, said Karmenu Mifsud Bonnici, that all the Maltese Parliamentary Members are going to agree with the Treaty without knowing what it contains.
This
also means that the Maltese people are not going to know what the revised Treaty
contains prior to being ratified and therefore it is going to be difficult for
the Maltese people to know what it contains.
The
CNI
Chairman insisted that 70 percent of the European Union citizens wants that the
new Treaty be submitted to a referendum prior to being ratified by the
governments, but the EU does not want to because it is afraid that the 2004
story repeats itself.
Dr Karmenu Mifsud Bonnici gave five reasons why the EU Reform Treaty should not
be ratified by the Maltese Parliament.
He insisted that first of all, the EU is saying that with the revised Treaty the EU is going to have more powers.
This
only means that these powers are going to be taken from the local Parliaments
and this at the expense of the European Union citizens.
Secondly, the Treaty is going to mean that decisions are going to be taken even
if there is no consent of the majority. Dr
Mifsud Bonnici insisted that this is a denial of democracy.
For the third reason, the CNI Chairman reminded that as in 2001, the European Union, in the Leiken Treaty, said that it wants to be near the citizens.
But truthfully, with the new Treaty the EU going to get farther away because the Treaty was purposely written in a difficult manner for the citizens to understand.
This was done on purpose with the intention that there will not be peoples of countries that do as had been done by the French and Dutch people that voted against the Constitutional Treaty.
With
the new Treaty the EU is denying the citizens the right to decide themselves how
the EU should be.
The fourth reason why CNI
is saying the Maltese Parliament should not ratify the revised European Union
Reform Treaty is because it does not embrace a policy of neutrality as
stipulated in the Constitution of Malta.
The fifth reason is that the EU embraces a common defence policy which is
against Malta’s policy not to take part in military alliances and therefore
breaches the Constitution of Malta.
“Malta
has lost not gained”
Dr Karmenu Mifsud Bonnici also spoke about the many speeches that were made that with the revised Reform Treaty, Malta “has won”.
He
said that the truth is that everything is on the contrary, because Malta “has
lost” in different sectors.
Dr Mifsud Bonnici mentioned that it was stated that Malta has won a further seat
in the European Parliament.
He
said that it is not true that Malta has won, but the seat was rightfully given
because the European Constitution stipulates that the minimum amount of seats
that an EU member country can have is six.
He also said that everyone is forgetting to mention how Malta, as an EU country,
has a right to a European Commissioner.
Today, Malta had Joe Borg as Commissioner But with the new Treaty, every EU member country, every 10 years, is not going to have a Commissioner for five years and this also applies to Malta.
This
means that Malta is not going to have a Commissioner for a period of five years.
Dr Mifsud Bonnici also said that presently, every EU member country is going to
hold the EU Presidency for six months.
Malta is supposed to have a right to the Presidency every 13 and-a-half years.
But
now, if the Treaty is ratified this would mean that a President is appointed for
two and a half years and this office can be renewed and Malta is never going to
hold the Presidency.
For all this and more, Karmenu Mifsud Bonnici said that Malta is going to lose
more than it is going to gain by the revised EU Reform Treaty.
