Corruption, fraud and theft in the EU

The European Union is dominated with cases of fraud and theft of its funds.

 

The case of the San Lawrenz Village in Għawdex, where the EU was going to be defrauded €1,000 on each house that was to install equipment to reduce electricity consumption, is not an isolated case.

 

It is one of the few that happen every year around Europe.


A report issued lately by the EU Office Against Fraud (OLAF), mentions a number of cases of fraud and theft of EU funds.

 

In one case, the EU European Regional Development Fund gave aid of €2 million to set up a factory that had to employ more than 100 workers, and in which the owners had to invest €3.4 million.

 

The owners worked out a scheme with which they inflated the plant prices in such a manner that they didn’t invest anything.

 

They employed a few workers and after a short time, declared bankruptcy and closed the factory.

 

It was found that the owners had falsified the plant prices, and part of the funds given to them ended up deposited in off-shore banks.

 

Now the EU is trying through Court to collect back this €2 million grant.

 

Last week it was uncovered how the EU is investigating the process that was used in Malta in the granting of the contact for the new power station in Dellimara, where during the tenders evaluation process the regulations were changed to permit that the contract be given to the company to which it was given.


The OLAF Report mentions a case of manipulation in the procedure for the call of tenders and corruption in a project that costs €10 million.

 

From the investigations that were carried out, it resulted that there was collusion between one of the technical officers who was working on the call for tenders and the company that was given the contract.


The technical officer had given confidential and preferential information to the company so that it could make the cheapest offer, and he was given as payment a commission of 5% on the value of the project, that is a commission of half a million euro.

 

The EU imposed a fine of a million euro and excluded the company from being given other contracts.

 

In another case that is mentioned in the OLAF Report, the EU European Regional Development Fund and the European Social Fund had to give aid amounting to €14 million euro to a big company that provides services and makes building construction materials.

 

It was found that the company had demanded funds for services that it had not given, demanded aid more than the cost of the services that it had given, and aid for buying new machinery when it had bought it second hand.

 

The EU asked for judicial procedures to be taken against the company.

 

Cases of fraud

 

The OLAF Report mentions other cases of fraud given by the EU Special Accession Programme for Agricultural and Rural Development (SAPARD) for buying food processing plants, such as meat, where much higher prices were declared than those really paid.

 

It was found that this was a widespread system that was used in many occasions and it involved millions of euros.

 

Another case mentioned in the OLAF Report was of a non-governmental organization (NGO) that was given funds by the European Commission for a training project for experts.

 

From the investigation that was held, it resulted that from the activities that the NGO said that it had carried out only a few were in fact held, and the few that were held were not held according to the obligations for the granting of the aid, while the accounts given by the NGO had wrong information and even falsified signatures.

 

Criminal proceedings are being taken against the NGO Director.

 

In another case, a Member of the European Parliament was caught who in a year had defrauded the EU around €50,000 by declaring that he had paid them to his assistant, while in fact had paid her around €8,000 and he took the rest.

 

The member admitted the fraud and was condemned to two years imprisonment.


In another case, an officer of the European Commission requested to be promoted to a higher grade, and to sustain his request he presented a document that he had falsified.

 

When he was interrogated, the officer admitted that he had falsified the documents, and the European Commission lowered his employment grade, without ever being able to increase his grade.

 

Irregularities

 

The OLAF Report uncovers a number or grave irregularities in the work of an Agency set up by the EU.

 

It was found that there was total mix-up between the work of the Agency and the private work of its officers.

 

There was no control on the use of Agency credit cards, and its officers used to abusively put the rent of their homes on the agency and use its cars for their private purposes.

 

It was also found that no reasons were given for some payments that the agency had made, and that the agency mobiles were being used for the private scopes of the officers.

 

All this was happening with the breach of financial regulations against the principles of serious management.

 

In the OLAF Report we find evidence of how great thefts are carried out from EU funds.

 

The Union gives export refunds to those who export from the EU to countries outside the EU agricultural products that are excess to the EU and which prices on the international market are cheaper than those of the EU.

 

The EU pays the difference between the prices as a refund to the exporter to be able to compete on the international market.

 

It was found by OLAF that about 3,400 tons of sugar that were exported from the EU to Russia and on which the EU had to pay around €2.7 million refunds, they were sent from Russia to Croatia which was not entitled to a refund.


Another example of how deceit is carried out in the EU, was given in the OLAF Report.

 

The EU had to make a limit on the amount of clothes and textiles imported from China, due to their great quantity and their damage to the clothing industry in the EU countries.

 

But the same amount of clothes and textiles started to be imported from Bangladesh.

 

When the EU investigated, it found that in Bangladesh there are not enough factories that had the capacity to export all that quantity of clothes, and that many of the certificates about where the clothes were manufactured, were false.

 

Abuses such as these were also made wit other products, and when thee abuses were stopped, the EU collected about €30 million in customs duties.


Another case reported by OLAF, which also found that China was involved, was that of ‘hand pallet trucks’.

 

The EU imposed duties (‘anti-dumping duties’) on ‘hand pallet trucks’ whose price was kept artificially low.

 

The EU found out that to evade customs duties, the Chinese exporter started to send ‘hand pallet trucks’ ‘parts’ to companies in Thailand, and there they built the trucks and exported them to the EU without paying customs duties because they did not say where the parts originated from.

 

But just the same the EU had to collect customs duties on them because it used to consider that they were coming from China.

 

These corruption and fraud and theft cases of EU funds are just a few of the hundreds that happen every year.

 

The structure of the EU institutions and the systems of payment of EU funds allow for widespread corruption and for fraud and theft on a large scale of hundreds of millions of euros every year.

 

These millions of euros come from the taxes paid by the people of the EU countries.

 

We should not be amazed if we find that in our country abuses such as those mentioned in the OLAF Report are happening, because the EU moral disease cannot be prevented from also spreading in our country.

 

The European Union wages a war against the workers

There’s no need to see what’s happening in the European Union.

 

A war is being waged against the workers.

 

First they weakened the strength of the trade unions

* and now they are leaving the workers without any strength

* with the threat of redundancies,

* reduction of wages

* and working conditions

* and with the increase in taxes

* and tariffs.

 

The European Union has become a tool in the hands of the European capitalist forces pulled by strings by the American capitalists.

 

First the rich and the bank and financial institutions officers abused as much as they could from money entrusted to them by the people, and got rich on them.


Then they were given billions in bail-outs not to go bankrupt.

 

And now they shamelessly are insisting that the workers class fills the debt pit of the countries to make good for the difficulties of the governments, so that they will continue to enjoy themselves and get richer.


The European Union is doing everything topsy-turvy of what it should do.

 

It is fitting to be called “Topsy-turvy Europe”, because instead of protecting the workers who with their daily work create wealth, it is protecting the capitalists and help them to increase their wealth.

 

The European Union is insisting to subdue social industrial laws that are protecting the rights and interests of the workers and for the principle of “hire and fire” to rule instead of security in employment.

 

This is how the EU resects the workers in its unbridled liberal capitalist economy, use them and then throw them away like a squeezed lemon.


First they entice the workers to contract debt to have their own home, buy a boat, buy a car, go for a holiday abroad and make a lot of caprices.

 

Then when the wages will not keep up with the debt and the workers are trapped in the traps, they call them with a new word “gamers” and no longer consumers.


Not only this.

 

There is a new terrorism in the EU… the “deficit terrorism”.

 

Now the EU is terrorizing the workers with the amount of the country’s debt and the governments’ deficits.

 

On the pretext of the vast amount of debt and of the deficit

* it is expelling workers from their employment,

* reducing their wages

* and working conditions

* and pensions,

* dismantling social benefits

* and increasing taxes and tariffs

* to reduce the expenditure

* and increase the government income ,

* to reduce the deficit by half

* and for debt not to increase.

 

The EU is implementing a new modern economic policy of the free market of the American economists, against of the Keynesian policy in favour of more work.

 

With this policy,

* those at the upper levels of society who already have a lot,

* continue to increase their wealth

* at the expense of the lower masses

* who continue to grow poorer.

 

And thus it is creating great social trouble.

 

This is happening in Greece,

* in Spain,

* in Portugal,

* in Italy,

* in France,

* in Romania,

* in Bulgaria,

* in Hungary

* and other parts of the EU.

 

It is not known where this social trouble is going to lead to, but it clearly appears that there is going to be a great social upheaval in the EU.


The EU is not managed well.

* It is going against the logic of reason.

* Instead of those who have a lot helping those who do not have,

* those who have little are being forced to help those who have more.

 

In the past, these things gave an impetus for popular revolts and great popular upheaval

 

The austerity measures that the EU is imposing,

* instead of bettering the economic situation,

* are aggravating the social situation

* that can become uncontrollable.

 

The social situation in the EU is getting worse with the presence of millions of illegal immigrants who are being employed with wages and working conditions worse than those of local workers.

 

This is a factor that is increasing unemployment among the European workers (including the Maltese workers) and is continuing to lower their wages and working conditions.


There is the danger that the social situation in the EU

* continues to worsen if as always happens,

* the new system invented by the Americans enters into the EU,

* that for the youths who were born with computers,

* are paid by a ‘Virtual Paycheque online’,

* where for seven hours work they are paying them five dollars.

 

But for these youths they are just happy to be on their computers and they are unable to see the capitalist exploitation.

 

The youth workers cannot expect much from the EU to protect their rights when the need to spend millions to create work was ever mention in any meeting, when it is never decided to increase the minimum wage and reduce the working hours.

 

Instead of prosperity the EU is now offering them only austerity and a reduction in social benefits.

 

Not a better future, but a worse one.
