The tale of the 855 million Ewros for Malta

 

Whoever boasts that the Maltese people are going to get 855 million Ewros from the European Union in a four-year period will not be telling the truth, insisted the CNI Chairman during a press conference held on Monday, 1 October, in the CNI offices, in Valletta. 

 

He explained that this is because the Maltese people will have to give 

* 358 million Ewros to the Union during the same seven-year period, in the form of contributions that Malta gives to the Union every year. 

 

Therefore, the amount that the Maltese people will have left from the EU funds is 

* 497 million Ewros and not the amount of 

* 855 million Ewros.

 

During the conference, the speaker said that according to a report issued by the European Commission at the end of last September, Malta spent only 69 percent of EU funds allocated to it for the years 2004 – 2006. 

 

If this rate of expenditure continues with respect to those allocated for the years 2007 – 2013, the amount that our country will benefit from the EU will be only 240 million Ewros in seven years after deducting the amount of 358 million Ewros that are going to be paid to the Union. 

 

The CNI Chairman asked whether these EU finds were ending up in the hands of the mass of the people, or whether the greater part was ending up in the hands of only a few people?

 

The immigrants

 

As regards immigration in our country, he reminded that Maltese law provides that foreigners who are in our country without permission shall be sent back. 

 

* With membership in the EU, thousands of citizens from Union countries came and took the work of Maltese workers. 

 

* And because of the thousands of illegal immigrants that have remained in our country with the help of the Armed Forces that are supposed to prevent them from landing in Malta, Maltese law is not being applied.

 

Instead, the illegal immigrants are being prevented from leaving our country when the greatest help that they can be given is that the voluntary organisations that help them should be allowed to provide them with safe transport to go where they wish in Europe.

 

The CNI Chairman reminded that the Government said that every illegal immigrant is costing it 

* Lm13 every day. 

 

* For 2,500 immigrants, the expense is 

* Lm11,800,000 every year. 

 

If every immigrant had to be given Lm2,000 to leave Malta, the Government will be saving more than half that sum that it is spending for illegal immigrants.

 

The Ewro and the Reform Treaty

 

The speaker condemned the hundreds of thousands of liri that are being uselessly spend in propaganda about the introduction of the Ewro, when all that is required is that the people learn the conversion rate from the Maltese lira to the Ewro currency. 

 

The electronic converters that are being distributed do this work for the people. 

 

Therefore the campaign is only intended to influence the people in favour of membership in the European Union.


The
CNI speaker also condemned the brainwashing that is being carried out on the primary school children and youths when a new subject was introduced in the curriculum about the Ewro. 

 

This is not only going to waste time from other subjects, but is going to be a propaganda exercise about the UE, and also misinformation, because the Ewro disadvantages will not be explained together with the advantages.


As regards the new Reform Treaty that is going to be finalized by the Union countries leaders on 18 and 19 October without the people being given information about it, the
CNI Chairman said that this is going to cause great shame to the Union that is afraid to put it for the approval of the people in a referendum because it knows that it will not be approved.

 

The new Treaty is worse that the Constitution

 

Jens Peter Bonde, the Danish member of the European Parliament, said that the decision of the Dutch Government not to hold a referendum on the new European Union Reform Treaty means that the majority of the Dutch Parliament will go against the wishes of the majority of Dutch people when 

 

* 62 percent had voted against the Union Constitutional Treaty in the 2005 referendum.


Bonde commented that it is a wrong action that is going to turn voters against the parliamentary democratic system. 

 

It also appears that the Dutch Fritz Bolkestein, who was previously a member of the European Commission, said that the people should be given the opportunity to vote in a new referendum on the new Treaty. 

 

Max Ven Den Berg who previously was the leader of the Dutch Socialists in the European Parliament is of the same opinion.

 

Both Bolkestein as well as Van Den Berg are in favour of the new Treaty that is revising the 2005 Constitutional Treaty, but both believe that the people have a right to be asked whether they agree with it or not. 

 

They also understand that the European Union requires the support of the people and that it can only get this support if it consults the people and hear what they say in a referendum.

Jens Peter Bonde insists that the Dutch Government cannot be believed when it says that the Reform Treaty does not have elements of the Constitution. 

 

Even the French ex-President Valery Giscard d’Estaing, who led the Convention that drafted the 2005 Constitution, said that the Constitutional elements that the 2005 Treaty had were hidden in the new Treaty and were given another appearance.

 

Bonde shows how the new Treaty has elements of the 2005 Constitution. 

 

The first element is that the regulations that the Union makes shall be above the laws of the member countries. This principle is hidden in a footnote in the new Treaty.


The second Constitutional element is that the Treaty makes the European Union as a legal state with the power to negotiate with other states about anything that has to do with the Union.

 

In the third instance, Bonde insists that there is no difference in the substance between legal obligations that there were in the 2005 Constitution and those that there are in the Reform Treaty. 

 

Bonde continues to show that the new Treaty makes it possible for the leaders of the Union countries to 

* give it power to impose taxes on the citizens of the member countries 

* without the Union asking for their approval.

With the new Treaty the European Commission will continue to maintain the monopoly that it proposes new laws just the same, while not all the member countries will always have a member in the Commission. 

 

In fact the Union laws are drafted by around 

* 3000 secret working groups of civil servants that the European Commission has and 

 

that the laws are approved by about 

* 300 secret working groups that the Council of Ministers has. 

 

The parliamentary members can only propose amendments for Union laws.

According to the Reform Treaty, the European Commission can withdraw a draft law it had proposed, or accepts amendments to it, if five percent of the member countries parliaments present objections to the draft, or make amendments to it.


Bonde insists that both the 2005 Constitution as well as the new Treaty give 

* 105 new powers to the European Union. 

 

The 2005 Constitution has provided that 

* a decision is taken by majority instead of unanimity in 

* 61 sectors, 

 

* while in the new Treaty a decision can be taken by a majority in 

* 62 sectors.


He also says that the 2005 Constitution was 

* 560 pages thick. 

 

President Sarkozy of France has asked for a shorter and more easily read treaty. 

 

The new Treaty has now introduced the 

* 560 pages that there were in the 2005 Constitution 

 

as amendments for 

* 2,800 pages of the 17 treaties that the Union has, in them. 

 

Altogether the Union treaties will now have 

* 3,000 pages.

The main difference between the 2005 Constitution and the Reform Treaty is that the last one is much more difficult to be read.


Jens Peter Bonde is of the opinion that there should be a referendum on the new Treaty in every Union member country. 

 

The Union does not want to do so because it is afraid the that the people will vote against the new Treaty

FRAUD

 

According to the German magazine Der Spiegel, around one million Ewros are each day taken fraudulently in the European Union. 

 

Presently, there are 

* 400 Union officials who are being interrogated about fraud, 

* 70 of whom are European Commission officials.

 

The British European Parliament member Daniel Hannan said that in view of the amount of fraud that there is, if the European Commission had been a commercial company the European Commissioners would have ended up in prison.

 

According to the Commission itself, last year 

* 1,155 billion Ewros were lost in irregularities that were committed, some of them without bad intention. 

 

But the Commission admitted that from that sum 

* 320 million Ewros were stolen. 

 

These amount to around 

* 1 million Ewros that were stolen every day.

 

PARTNERSHIP

 

The European Union Foreign Affairs Commissioner, the Austrian Benito Ferrero-Waldner, said that she hopes to conclude a partnership agreement with Ukraine, Moldova and Egypt, to regulate immigrants from these countries.

 

The Commissioner also said that no progress was made in the negotiations about a partnership agreement between the Union and Russia.


The French President Nicolas Sarkozy said that he believes that a privileged partnership agreement between the European Union and Turkey will be better for this country than a full membership agreement.

 

The Union had told Malta that partnership agreements with it do not exist.
