I
cannot assure the Labour delegates that the Party will win the next general
election if it does not vote YES to the European Constitution.
It
is wrong to make the delegates understand that for the Party to win the next
general election it must vote YES for the European Constitution.
The
Party shall win when it is credible and not when it appears that it is caring
for convenience and not for its beliefs and principles.
But as regards the ratification of the Constitutional Treaty for Europe, not
only we should not vote YES because of beliefs and principles, but also
politically it is not to our benefit to do as the Nationalists are going to do.
I ask, since when what is beneficial for the Nationalists is also beneficial for
our Party?
Because the Nationalists are going to vote YES with their body and soul because they feel that it is better for them politically.
If
it is for their political benefit, how is it also to our benefit if we vote like
them?
Why are the Nationalists encouraging us to vote YES with them in favour of the European Constitution?
Without
the votes of the Labourites they have the strength to ratify it.
They shall have forced us to vote YES to the Athens Treaty, which is the
agreement that they had concluded with the EU, for which we have voted NO to its
ratification in July 2003.
They tell us that we should vote in favour of the European Constitution because if we do not we will upset those Labourites who did not vote for the Party because it was in favour of partnership and not membership in the European Union.
But
if we vote YES for the European Constitution shall we not be upsetting many more
thousands of Labourites who voted for the Party and for partnership with the
European Union?
And not to upset those Labourites that voted in favour of membership in the
Union, and neither upset those who voted against membership in the Union, should
you not choose the compromise of abstention and say that you are abstaining not
because you are against the fact that our country is now a member in the Union,
but because the Union should have a different constitution and better than that
which was made.
They are telling us that there is nothing wrong in the Constitution.
At the same time they are telling us that it is the same as the Athens Treaty (that is, the agreement that the Nationalists concluded in 2003 with the Union).
There was therefore nothing wrong with the Athens Treaty.
Why, therefore did we vote against it in Parliament?
They are telling us to forget the legal aspects of the European
Constitution.
Now the Constitution is going to be the highest law of the European Union and of Malta if we accept what it says that it is higher than our Constitution.
Because of this fact that it states that it prevails over the Constitution of Malta, no Maltese person should vote YES.
More so we Labourites should not do so when we insisted so much and sacrificed much to make a constitution which is the most democratic in the world.
At least the Maltese people expect from us Labourites that we do not add our votes with those of the Government so that there shall not be two thirds in favour of the European Constitution and thus we save the supremacy of the Constitution of Malta.
Such
a measure shall win us votes and not make us lose the next general election.
We should not let someone to impress us that we will be isolated if we abstain
from voting YES for the European Constitution.
We will be isolated when the majority of the French Socialists and the Dutch Socialists voted NO to it?
We
will be isolated when there are so many millions spread across the Union member
countries that do not agree with the European Constitution as has been drafted?
Neither shall we allow others to confound us by saying that when we insist that
we should abstain, we will be fighting each other, instead of fighting our
adversaries, the Nationalists.
They
are not even aware that if we fight each other, we are also fighting against the
Nationalists who do not want us to abstain but vote like them.
But if they invite us to discuss, do they not want us to expose our opinions that do not agree with them?
If we agree, what’s there to discuss?
We
unite with them singing praise for the European Constitution and consider it as
a good and useful discussion, notwithstanding the useless loss of time!
We are convinced that the European Union issue will not be behind us in the next
general election.
Because
until that time the people, especially the workers, will be feeling the burden
more and more, and will search for those who are ready to fight to reduce their
burden that will be strangling them.
They will find that the Labour Party, if it does not vote YES for the agreement
that will be burdening them.
